This course provides an introduction to the theory and practice of Monitoring and Evaluation (M&E) in public administration. It explores how M&E functions as a management and governance tool that supports transparency, accountability, and evidence-based decision-making. The course also introduces practical tools and frameworks used to plan, implement, and assess programmes and policies effectively. Students will learn how to design M&E systems, develop performance indicators, apply logical frameworks, and interpret evaluation results.

LEARNING OUTCOMES

By the end of this course, students should be able to:

  1. Define and explain the meaning of Monitoring and Evaluation (M&E) in public service and its impact on policy implementation.

  2. Differentiate between monitoring and evaluation concepts and apply them in service delivery.

  3. Design and apply at least three (3) tools used in M&E approaches.

  4. Identify at least three (3) stages of the evaluation process and appropriate methodologies for each.

  5. Identify and develop at least two (2) governance performance indicators.

  6. Understand and analyze four (4) M&E structures in Nigeria (with emphasis on Gombe) and their broader relevance to human development.
