This course provides an introduction to the theory and practice of Monitoring and Evaluation (M&E) in public administration. It explores how M&E functions as a management and governance tool that supports transparency, accountability, and evidence-based decision-making. The course also introduces practical tools and frameworks used to plan, implement, and assess programmes and policies effectively. Students will learn how to design M&E systems, develop performance indicators, apply logical frameworks, and interpret evaluation results.

By the end of this course, students should be able to:

Define and explain the meaning of Monitoring and Evaluation (M&E) in public service and its impact on policy implementation.

Differentiate between monitoring and evaluation concepts and apply them in service delivery.

Design and apply at least three (3) tools used in M&E approaches.

Identify at least three (3) stages of the evaluation process and appropriate methodologies for each.

Identify and develop at least two (2) governance performance indicators.

Understand and analyze four (4) M&E structures in Nigeria (with emphasis on Gombe) and their broader relevance to human development.
